Norway rats can climb, but not as well as roof rats, and are strong swimmers. Cage trapping is often considered to be the most humane way of dealing with an animal problem, and certainly when it comes to larger animals it is fair to say that it can be effective. In agricultural settings, weasels, foxes, coyotes, and other predators prey on roof rats, but their take is inconsequential as a population control factor.
